This is a great question! The answer depends on many factors and your admission counselor should be able to explain the institutional policy to you. If you are seeking conditional admission and will be studying English upon your arrival, it is not likely that you will need to take any sort of English proficiency exam. If, however, you are planning to enter undergraduate or graduate study immediately upon arrival, you may need to demonstrate English proficiency. Many schools have a list of countries where English is predominantly spoken. If you were educated in one of those countries, you may not have to submit an English proficiency exam. Also, you may be able to submit an ACT or SAT score in lieu of the TOEFL or IELTS. Hope this helps! Hi! For Rutgers, The State University of New Jersey we will waive the requirement of an English proficiency exam if you secondary education was in a country where English is the principal languge, if you take a college level English composition course at an accredited US college and achieve a grade of a B or better, or if your SAT or ACT English scores are strong.
