This question is best addressing to specific school as we all have different scholarship/financial aid creteria for international student.

Some school will have need-based scholarship and others will consider application based on merit of the application e.g. grades, test scores. The best place to start is the school web site. In general schools are very up front about this subject and the information can easily be found on the web site.

Note,the earlier you submit your application, the better your chance of applying and receiving scholarship/finanial aid as there's always more funding at the beginning of the admission cycle. Therefore, pay attention to the school published application and scholarship deadlines.

At the University of North Texas, we offer scholarships to international students. If an international student gets a $1000 scholarship, then out-of-state tuition would be waived. Instead the international student would only pay in-state tuition rates. There are also possibilities for graduate students to get graduate assistantships.
