Depending upon the policy of the institutions you apply to, the evaluation is usually done prior to or at the time of the application. Many large public universities do the evaluation "in house" as a part of the admissions process.

Other institutions may require that you submit your credentials to an "outside" professional evaluation service for the evaluation.

You should follow the directions of the specific schools to which you are seeking admission.

At the University of North Texas, we have our own international evaluators. All you would need to do is send us official, attested transcripts/diplomas/certificates.
